"Washington State Commercial Salmon Fishery Buyback Programs, 1995-1998."

Abstract:
Between 1995 and 1998 the State of Washington ran three buyback programs in salmon
fisheries. Funding for these programs was provided by the federal government
under the Inter jurisdictional Fisheries Act and the Magnuson-Stevens Fisheries
Act. These programs bought and retired commercial salmon fishery limited entry
licenses, but not salmon vessels. This paper describes and discusses these programs.
Details are provided on the reasons for the buyback programs, the way programs
identified the licenses to buy and the prices to pay for them, and the numbers
of licenses removed from the fishery.
