Abstract:
This report summarizes the legal and practical problems of limiting the guided sport industry using the existing
limited entry program, while allowing for further expansion through the purchase of salmon troll permits. Many statutory
changes would be required and some constitutional issues might be involved. The report notes some practical problems
associated with exchanging of permits among limited fisheries as a solution to Chinook allocation problems. This report
was requested by Senator Lloyd Jones.
