Schelle, Kurt, K. Iverson, and B. Muse. Draft For Council Review Environmental Assessment/ Regulatory Impact Review / Initial Regulatory Flexibility Analysis for the "1,000 Pound Minimum IFQ" Proposed Amendment to the Individual Fishing Quota Management Alternative for Alaska's Fixed Gear Halibut Fishery. June 1993.

Abstract:

This analysis was prepared at the request of the State of Alaska for the North Pacific Fishery Management Council. It extends an earlier Discussion Draft report and provides EA/RIR/IRFA analyses of the alternatives. The report examines a proposal to alter the NPFMC's current IFQ plan for the halibut fishery to guarantee a minimum IFQ of 1,000 pounds to each participant. The report examines three one-time initial allocation alternative approaches toward achieving a minimum 1,000 pound IFQ in the implementation year. The report provides an analysis of the distributional consequences of these approaches relative to NPFMC's current plan.
