NOTICE OF PROPOSED CHANGES IN REGULATIONS
AND OF A PUBLIC MEETING
COMMERCIAL FISHERIES ENTRY COMMISSION
The Alaska Commercial Fisheries Entry Commission, proposes to adopt regulation changes in Title 20, Chapter 05 of the Alaska Administrative Code, dealing with miscellaneous regulations including the following:
The Commission proposes to:
1. Amend 20 AAC 05.230 to establish an administrative area for the Kodiak dive fisheries;
2. Amend 20 AAC 05.245 to establish that the additional amount charged to nonresidents for permit renewals will be charged per person for that year, to refine adjustments of fees to reflect the rate of economic return for the fishery, and to update the references to the federal guidelines and the application form used to determine eligibility for reduced permit fees;
3. Amend 20 AAC 05.250 to update the references to the federal guidelines used to determine eligibility for reduced permit application fees;
4. Amend 20 AAC 05.550 to establish procedures to conduct a lottery for the allocation of entry permits;
5. Amend 20 AAC 05.779 to allow Prince William Sound sablefish permit holders to use vessels with a longer overall length than the vessel size category for which the permit has been issued in order to give effect to a recent Board of Fisheries regulation;
6. Amend 20 AAC 05.1410 to allow vessels in the Bering Sea hair crab fishery to obtain a temporary substitution of an additional calendar year if needed;
7. Amend 20 AAC 05.1416 to repeal the requirement that the holder of a Bering Sea hair crab vessel permit must submit the names of the skippers who will operate the vessel for the that calendar year and to establish a permit code for the issuance and renewal of a Bering Sea hair crab vessel entry or interim-use permit;
8. Amend 20 AAC 05.1438 to establish a permit code for the issuance and renewal of a statewide weathervane scallop vessel entry or interim-use permit; and
9. Amend 20 AAC 05.1910 to update fees charged for requesting commission records and computer-generated materials and to update the references to the federal guidelines used to determine eligibility for reduced fees for transferring permits.

The comments must be received no later than 5:00 p.m. on September 15, 2004.

After the public comment period ends, the Commercial Fisheries Entry Commission will either adopt these or other provisions dealing with the same subject without further notice, or decide to take no action on them. The language of the final regulations may be different from that of the proposed regulations. YOU SHOULD COMMENT DURING THE TIME ALLOWED IF YOUR INTERESTS COULD BE AFFECTED.

Fiscal Information: The proposed regulation changes are not expected to require an increased appropriation.
Under the Open Meetings Act (AS 44.62.310), the Commission will conduct a public meeting in the Commission’s Conference Room 8800 Glacier Highway, Suite 109, Juneau, Alaska, on September 23, 2004 at 3:30 p.m. to consider action upon the proposed regulations. You can contact Susan Haymes for a copy of the agenda on the Friday before the scheduled meeting. No public testimony will be accepted at this meeting.
