PERMIT & FISHING ACTIVITY BY YEAR, STATE, CENSUS AREA, OR ALASKAN CITY


TABLE DESCRIPTION
These tables provide permit and fishing activity information by the state, Alaska census area, or Alaska city in which permit holders reside. For each permit fishery and year, tables include the number of permits issued, number of permit holders, and the number of permit holders with recorded landings. The tables also include total pounds landed by and estimated gross earnings associated with fishers residing in the selected area.

Residency of permit holders is based on the residency they claimed and the permanent address provided on CFEC license forms. For the purpose of this report, persons who claimed to be Alaska residents but provided an out of state address are treated as nonresidents and reported according to their state address. Persons claiming to be nonresidents but providing an Alaskan address are assigned to the "Other States and Countries" category.

Only the states of Washington, Oregon, California, and Alaska are reported separately. Residents of other states and countries are grouped together in order to provide the maximum information allowable considering confidentiality requirements.

Due to the confidential nature of fish ticket information (AS 16.05.815) at least four people and permits residing in the geography selected must have recorded landings in a permit fishery or fishery group for CFEC to report pounds and gross earnings information. When less than four people or permits are represented, pounds and earnings information is masked with an 'X'. In order to show fishery totals for Alaska and all states combined, it is sometimes necessary to mask an additional fishery for a different city or census area so that masked pounds or gross earnings information cannot be calculated.

These tables contain the following information:

YEAR
The calendar year of the information. All fisheries are reported by calendar year, not season.

CENSUS AREA
The federal census area. Only Alaskan census areas are reported on individually.

CITY
The city of residence. Only Alaskan cities are reported on individually. For other states this field will contain the value "All Cities".

FISHERY GROUP
The information has been divided into fishery groups. The groups reported are Crab, Halibut, Herring, Sablefish, Salmon, Other Groundfish, Other Shellfish, and Other Finfish. Totals are provided for each of these groups. When confidentiality requirements prevent showing a group total, a second "total" line is added. This line contains the totals excluding the confidential fisheries information. For example, if in the herring group only one fishery is confidential, totals cannot be provided. However, we do provided totals excluding all information for that fishery. This second "total" line will not appear if the remaining information is also confidential.

FISHERY CODE
CFEC permit fishery codes are made up of six characters and include a fishery resource code, gear code, and area code. Click on the column header to see the fishery code translation table. In addition to providing the description of each code, the translation table also indicates which fisheries are limited or under moratorium.

PERMIT ACTIVITY
Permit Activity is information based on permits that are issued. It approximates potential fishing activity not actual fishing activity. Some permit holders are unable or do not wish to use (i.e. fish) their permit. In limited fisheries permit holders are required to renew their permit every year, even if they are not going to participate in the fishery. City and state of residence in this section is based on that claimed by the year-end permit holder.

NUMBER OF PERMIT HOLDERS
Count of the number of permit holders. Vessel moratorium and special use permits, such as educational permits, are excluded. Only the current holders of the permits as of the end of the year are counted. Revoked permits, people who received the permit through as emergency transfer, and people who permanently transferred their permit away during the year are not counted. This differs from the counts of 'Fishermen Who Fished', where all fishermen who made at least one landing are counted.

NUMBER OF PERMIT ISSUED
Count of the number of permits issued for the year. Vessel moratorium and special use permits, such as educational permits, are excluded. Only valid permits held as of the end of the year are counted. Permits that were revoked during the year are not counted. In most cases the number of permits issued will equal the number of permit holders. This number will not be same if the Department of Commerce, Community and Economic Development Division of Investments has foreclosed on more than one permit in the same fishery or in a few cases where a person who held an interim-use permit in a limited fishery received a permanent permit through transfer.

FISHING ACTIVITY
Fishing Activity is information based on fish ticket data for permit holders who made a commercial landing in a fishery. Noncommercial catch, such as derby, educational, test fishing, hatchery catch and catch kept for personal consumption is excluded. City and state of residence in this section is based on that claimed by the individual who held the permit at the time it was fished.

NUMBER OF FISHERMEN WHO FISHED
Number of fishermen who made at least one landing as a permit holder. This figure includes anyone who participated including persons who later transferred away their permit, who later had their permit revoked, or who only held the permit temporarily due to an emergency transfer. In cases where a permit has been transferred, more than one person can fish the same permit.

NUMBER OF PERMITS FISHED
Number of permits with recorded landings. This figure reflects any permit fished, including permits that were later revoked. It is possible for this number to be higher than the number of permits issued in cases where a permit was revoked or where a person who was fishing on an interim-use permits qualified for and received a permanent permit for the fishery.

TOTAL POUNDS LANDED
The total pounds of fish landed on the permits for the fishery. These pounds include both targeted and incidental catch. In the case of halibut landings, the pounds reflect net pounds of fish. For all other fisheries the pounds reflect round pounds.

ESTIMATED GROSS EARNINGS
Estimated gross earnings of all fish landed on the permits for the permit fishery. Estimated gross earnings is derived from an ex-vessel price per pound developed by the CFEC Research Section. A 'P' is used in this column when an ex-vessel price has not yet been estimated for 10% or more of the landings.
